The African Democratic Congress (ADC) has decried alleged move by the ruling All Progressives Congress (APC) to buy and collect Permanent Voter Cards (PVCs) in parts of the North ahead of the 2027 elections.
The party accused individuals linked to the ruling party of offering money to vulnerable citizens in exchange for their PVCs.
According to a statement signed by its National Publicity Secretary, Mallam Bolaji Abdullahi, the ADC said it has received multiple reports of the operation and is documenting these to identify those behind it.
ADC emphasised that this is more than ordinary vote-buying, as biometric verification makes it difficult for a stolen PVC to be used by someone else.

The true aim, according to ADC, is to suppress voter turnout by preventing targeted citizens from voting, a form of organised voter suppression that threatens constitutional rights.
This is as the party called on the Independent National Electoral Commission (INEC) and security agencies to investigate immediately and prosecute those involved in purchasing or unlawfully retaining PVCs.
It urged citizens approached by PVC buyers to refuse offers, preserve evidence, and report incidents to INEC, security agencies, or ADC offices.
The party criticised the ruling government for potentially weaponising poverty, which it says has pushed many Nigerians into hardship, and warned against allowing those who have lost public trust to buy citizens’ silence.
It reiterated that a PVC represents more than plastic—it is the citizen’s voice and protection against bad governance.
The ADC warned that any effort to remove voting rights through PVC collection amounts to an attempt to predetermine election outcomes.
It called on civil society, election observers, media, religious and community leaders to raise awareness and expose attempts at disenfranchisement.
The party stressed that discarding or selling PVCs should not be dismissed as mere misconduct but viewed as a serious threat to electoral integrity.
Finally, the ADC urged Nigerian voters, especially in the North, to protect their PVCs and exercise their right to vote, warning against being manipulated for electoral gain.
